The new Canada Post October 2000 Postal Prices pamphlet (T455161 00-10) appears to contain a few errors. At least, I hope so, I truly do.
This is what is says (bolding mine).
Other Letter Post maximum 90mm (length plus width plus thickness) Greatest dimension less than 600mm. minimum 380mm X 270mm X 20mm
Anyone good in geometry and the laws of physics? A total of 570 mm for the minimum package, but they have a maximum of 90mm.
Letter Packages maximum 90mm (length plus width plus thickness) Greatest dimension less than 600mm. minimum 140mm X 90mm X 0.18mm
Getting closer to 90mm, but still not there at a total of 230.18mm for the minimum sized package.
Small Packets maximum 90mm (length plus width plus thickness) Greatest dimension less than 600mm. minimum 140mm X 90mm X 0.18mm
Hmmm...looks like the dimensions for the Letter Packages.
And to top it all, this what it says for packets (originally parcel post).
Packets (must be sent by Registered Mail) maximum 2m (lenght plus width plus thickness) Greatest dimension less than 600mm. minimum 140mm X 90mm X 0.18mm
As if minimum density wasn't enough, now it says we must add a $9.00 fee for Registered Mail for a parcel to the USA. It gets worse, they completely took out packets out of the International section in the pamphlet.
I hope they're smoking some gooood stuff. This has to be a mistake.

Yes, there is a misprint.
The info on the United States small packet is wrong, it should say 900mm, not 90mm -- check the same section on the International rates, it is correctly printed there.
I think the website might have better information, and you can print off the rate tables you need from there:
