What I meant was they could look and see if it was the same ip for a long time (would indicate it is probably a static ip). Then, if the problem transaction was done from that same ip it would be a very good indicator that it was not unauthorized use. If the ips kept changing since the person opened his/her PayPal account then obviously ips wouldn't show much.
