there is a requirement of listing at least one item per month?? to use the debit card.
i think some folks who are not selling on ebay just upload their own money to paypal and spend it with the debit card to get 1 1/2% rebate.
but to qualify for the premier rate,one has to do at least 1000 dollars worth of sales per month .
sales meaning sales paid via paypal.
not sure how these two are related,as debit card is for preferred customers only,and you cant be a preferred customer if you dont sell enough.
so if you just list one item per month on ebay to satisfy paypal debit card requirement,what is your chance of meeting 1000 dollars requirement for preferred account??
unless you are selling 1500 dollar bills for 1000?

ebay seller who is a paypal preferred can offer billpoint as well,as long as he /she does not advertise in the item page.

So in order for anyone to get PAYPALs best rate they need to:
1. $1000 in sales a month thru PAYPAL
2. List at least 1 auction on EBAY per month.
3. Spend all the money coming in Thru PAYPAL with the PAYPAL cc to get the rebate.
So unless you have to ability to spend it all thru the CC you are not going to get their best rate.
I believe this would be hard to accomplish for any high volume seller.
Pretty interesting that they make it so their best customers would have the hardest time getting the rebate

Both of your posts just go to show that they are only out for themselves. They make it hard for the volume seller and push the small one into upgrading, which only makes them big bucks. They support porn and illegal gambling sites but don't allow multi level marketing, which is in fact there basis.
Also by not being able to advertise Billpoint is that not trying to eliminate the competion and become a monoply.

you spend the paypal fund with your paypal debit card,not credit card and get the 1 1/2% rebate.
this is a privilege for the preferred account which promised not to advertise any other form of payment methods except paypal in your ebay item description page,(but you can offer other payments in your ME PAGE or you email to bidders)
paypal pitch is that if you do,like i use to pay shipping cost at usps,your 1 1/2 % rebate reduces your business cost.
see this is pretty smart for paypal - it is a debit card and you are tapping into your own paypal fund and yet it is being used as a credit card,so paypal gets the discount rate from the merchant (say 2 % discount plus 25 cents transaction) and pass on 1 1/2 % to you.one time i uploaded 900 dollars from my bank account to my paypal account to buy a plane ticket and save 12 dollars,enough to treat myself to lunch.
if you have plans to buy big ticket items,you could easily save 50 dollars or more,but the idea of getting your account locked up discourage people from uploading fund from bank account.

a good wholesaler does not accept credit card payment,they offer 3% discount if you pay in 7 days or so but i am seeing more and more of them accept credit cards so they dont have to put up with this check is in the mail excuse.
for your 25,000 dollars ,you could get your 1 1/2% rebate if you spent them on merchants who accept credit cards.but there are other credit cards which offer rebate as well but there is a cap on how much rebate per year.
so if you have a few of these credit cards which offer capped rebate ,you could skip paypal and use those cards,the only disadvantage i see is that you dont get this rebate till the end of the year.
of course the big advantage is that you dont risk having your 25,000 locked up!!
paypal is not for big megabuck deals,it is ideal for small sellers who sell on ebay and do not want a merchant account,add the use of a debit card and you shave a few more bucks from your expenses.

Fnewbrough: PayPal no longer has the Travelers insurance. That is bad since complaining to them was the only way I got PayPal to help me.
