How do you figure the dealer on the street deserves the same consideration?

Who said anything about a "dealer"? We are talking about "users and buyers" such as Rush.

There is a great deal of difference between someone who uses drugs to control pain and someone who uses drugs to get high. I have sympathy for the former if they become addicted, but none for the latter.

No matter how their addiction started, they have the very same medical condition which is addiction. I have sympathy for both. I've seen friends and family members become addicted under both circumstances and to me, one doesn't necessarily rate more consideration than another based only on the reason that the drug was taken in the first place.
