My chuckleheaded monkey decided to buy me a gift for my home.
It arrived and it was not what he paid for or what the auction said. It was not "new in the box" and it looked kind of used. The seller stopped returning emails.
Anyway he filed a dipute with paypal. They closed the case. They said the seller shipped to the "confirmed addres". I told him to dispute it with his credit card company since it wasn't as described.
I find out HE DOES NOT HAVE A CONFIRMED ADDRESS on file with paypal. He NEVER gave them any credit card info, just his bank account and that is what he paid with. This seller also has a negative about the same item, from someone else.

You shouldn't be. Paypal is like the wind. Hard to pin down.
During Christmas my neighbor purchased a "brand new" Xbox on ebay. She got a very, very old Sega Genesis. When she disputed it, paypal told her the seller had shipped to her confirmed address. She didn't have a confirmed address on file either. Her bank reversed the debit from her bank account, so she got her money back. The seller was reacking up negs left and right for doing the same thing to others.

Be very careful about filing a chargeback if you are a seller that takes Paypal. I did this last summer and about a month later, Paypal froze my account. At that time I was running about 150 auctions per week and 75% of the payments were via Paypal. Needless to say, this was a nightmare! I was forced to reimburse Paypal for the amount of the chargeback ($1600) to get my account reinstated.
